Choose one topic:
1. Trans Mountain Pipeline Expansion (Kinder Morgan - Canada). Consider the ex-
pansion of this pipeline in the context of entry controls in economic regulation. The
National Energy Board (NEB) must issue a Certificate of Public Convenience and
Necessity (CPCN) in order for this project to proceed. The Certificate validates the
project as being in the public interest. Provide an overview and summary of the argu-
ments put forward by the proponents of the project to demonstrate the need for the
expansion of the Trans Mountain Pipeline.
2. CRTC and “skinny” basic TV. Provide an overview of the ruling by the Canadian
Radio-television and Telecommunications Commission (CRTC) concerning basic TV
services and pick-and-pay options (March 2015). Provide a comparison of the various
“skinny” basic TV packages that are available by different providers across Canada.
Explain what sorts of benefits should arise from the changes.
Useful sources are likely to include national newspapers in Canada (Globe and Mail, Na-
tional Post) as well as websites of the NEB and CRTC (Canadian Radio-television and
Telecommunications Commission).
Your report may include graphs and figures. Your report should be a maximum of three
pages of text (excluding graphs, figures), (double-spaced, 12-pt font, 1 inch margins). All
references should be cited.
